This works great for my daughter who wears a 3T and is close to 30lbs. She has lots of room to grow into. I probably wouldn’t get it for a child any smaller though. She floats great in it and it gives her a lot of confidence.

Bought it for my almost 2 year old at the time and it’s been the best purchase ever! She loooves swimming but hated her life jacket. Got her this and she is able to swim by herself (we are near by obviously). It’s honestly taught her how to move around and use her arms/legs. It’s comfortable for her. I will say if your child isn’t super balanced or doesn’t know how to keep themselves upright, this may not be the right fit for them.
