  • More theory and policy than practice
First, if you are looking for a "How To" book of doing budgets and finances in a school district look elsewhere. There are manuals for those who seek directions rather than understanding. Neither is it directed to any state's system of finance. It gives general principles of finance that will fit in any setting. It is an excellent discussion of issues in school finance with a full history of how we got here and what the current issues are. The analysis clearly shows a particular bias that tracks pretty well the sort of philosophy that guided the Founding Fathers and others who built the system within which the schools became such a significant engine of growth. It is for a serious student of school finance and for that it is excellent. The practice portion of the book is general and applicable widely but are not going to tell you how to do a budget - just what to think about as you look at the whole picture. ... show more
