Yes it’s dry but messy and wet when it goes on. A little goes a long way and nothing squeaks anymore. Not the cheapest but I’ll have more uses for it for sure and I think it will last me a while for little things that squeak. Have not tried it on bolts or air compressor fittings yet.

I had my garage cans cleaned. I used this on the freshly cleaned cans to facilitate the trash being emptied completely. It has been 3 pickup cycles and it appears to be helping prevent things from sticking in the can. I would recommend at this point.
