The fabric allows air to flow through. I love that I didn't have to spend a lot of money to have the need met. The downside is bending down to attach these strips to the lower part of the fence. Put on my chain link fence because my dog is an (astronaut) lol. We have had 80 mph winds a few times and they haven't torn or anything so far. I'm pretty impressed considering the crazy winds.
